What is CBAM?
The CBAM (Carbon Border Adjustment Mechanism) is the EU’s regulatory mechanism for taxing CO₂ emissions from imported goods, aiming to reduce carbon leakage and promote sustainable trade practices. It applies to high-emission products, including:
- Iron & Steel
- Cement
- Fertilizers
- Aluminium
- Electricity
- Hydrogen
CBAM Implementation Timeline:
- Transitional Phase (Oct 1, 2023 – Dec 31, 2025): Importers must submit quarterly Product Carbon Footprint (PCF) reports.
- Full Implementation (From January 1, 2026): Importers will be required to:
✔ Submit verified total emissions for imported goods.
✔ Purchase and submit CBAM certificates covering these emissions.
✔ Conduct regular third-party emission verifications. - IMPORTANT: From January 1, 2026, only certified ‘Authorised CBAM Declarants’ will be permitted to import goods into the EU.
